The rain continued to play havoc on Saturday, and though it eased off to allow final practice to take place, conditions worsened ahead of qualifying.
The FIA hoped to get qualifying in as well, delaying the session five times in the hope the weather would relent.
But after sending the safety car out to assess the conditions three hours after qualifying was due to start, the session would be postponed.
Qualifying will now take place at 0900 local time (1930 IST) with the race following at 1400 local 0030 IST (Monday).
That means there will be just three-and-a-half hours between the end of qualifying and the drivers leaving their garage to make their way to the grid for the start.
While more rain is forecast for Sunday morning, the intensity is expected to far lighter and thus allow for running to take place.
